First: confirm the probate process with the Circuit Court

The Virginia Beach Circuit Court Clerk’s probate page explains qualification, the original will, and what to bring. Probate appointments are scheduled with the clerk. The court says a person seeking to qualify should know the deceased person’s assets and their approximate values. Property ownership, the decedent’s residence, and the will can change which office or professional guidance is appropriate; do not assume every Virginia Beach property follows the same administration path.

Inventory and valuation are different decisions

Virginia’s estate inventory instructions describe filing an inventory with the Commissioner of Accounts within four months after qualifying as executor, administrator, or curator. Confirm the applicable facts and timing with the court and your attorney. A legal inventory is not itself an appraisal report, and an appraiser cannot decide how assets should be reported or distributed.

When a date-of-death appraisal may help

An appraisal can develop an independent opinion of a defined real-property interest as of a specified past date. That can be useful when an attorney or tax adviser needs support for estate administration, a potential sale, or a tax question. The IRS describes estate-tax valuation in terms of property interests and fair market value at death; do not assume every estate must file a federal estate-tax return or that one report automatically meets every tax purpose. Ask the estate’s advisers to specify the scope and date before ordering.

How to prepare the property appointment

Arrange authorized access and disclose known changes since the valuation date. Gather historic photos or repair records where available. If the house is vacant or has suffered damage, tell the appraiser before the visit. The appraiser may inspect its current condition, then research its condition as of the historical date under the agreed scope. A waterfront home, condominium, older dwelling, or home with additions may need additional records. Do not ask the appraiser to assign a number favored by any heir. If the home has already changed hands, keep the contract and closing file for an estate valuation after the home was sold.
