Estate valuation in Virginia Beach: match the report to the legal question

Estate, probate, tax and distribution questions can require different clients, effective dates and documentation. An appraiser should not assume today’s value answers a date-of-death question or that the same report can be repurposed for every proceeding. Define the assignment at the beginning

Virginia’s estate inventory instructions state that listed assets are valued as of the decedent’s date of death and that the inventory is generally due within four months of qualification. Which property belongs on a particular inventory is a fiduciary or legal matter. Confirm your own facts with the Commissioner of Accounts or attorney.

Build a defensible retrospective property file

Provide the death date, deed or parcel identifier, condition evidence near that date, repair chronology and access to inspect the current property. A new roof installed later should not simply be attributed to the earlier effective date. Research closed sales and market conditions appropriate to the date, explaining any use of later evidence. Distribution and disagreement

A value opinion can give heirs and fiduciaries a common reference, but it does not decide title, debts, distribution or legal rights. If an older sale or assessor record conflicts with the report, compare the dates, property condition and scope. A fictional “case study” is not evidence.
