Virginia Beach property assessment versus private appraisal
A city assessment is made for local real estate taxation. A private appraisal is a client-specific opinion of value for an agreed intended use and effective date. Both may examine sales and property characteristics, but they answer different questions. This guide explains what evidence can help when you believe an assessment record is wrong. Start with a factual check
- Find the parcel in the City Real Estate Assessor resources.
- Check living area, property type, condition, additions and other recorded facts against plans or permits.
- Identify relevant sales from the period the assessment covers, not merely a current asking price.
- Review the city’s Request for Reappraisal requirements and current deadlines.
- Keep copies of the facts and communication for any follow-up.

The city says its assessment becomes effective July 1 and is based on available data through the prior calendar year. A private report with a different effective date may be informative but not directly comparable. The city determines the appeal; no appraiser can promise an assessment reduction. When to order an appraisal
Discuss the purpose and date with the appraiser before engaging. If you need value for pre-listing, an estate, or a private decision, the scope may differ from evidence prepared for an assessment challenge.
