Property Tax Appeal Appraisals

Questioning your home’s assessment? An independent appraisal can help you understand what the market evidence supports for the date that matters.

01 / Start with the concern

Is an appraisal the right next step?

You do not need to order a full appraisal just because an assessment increased. First, identify what you believe is incorrect and ask the assessor about the property record.

If the question is market value, I can discuss whether an independent residential appraisal fits the review, the available evidence and your deadline.

Before spending money: confirm the filing window, required value date and report requirements with the reviewing office. An appraisal appointment does not hold your place in the appeal process.
01

The property facts look wrong

Check the living area, additions, baths, outbuildings and overall condition. Ask the assessor what documentation is needed to investigate a specific discrepancy. A record correction may be the first useful step.

02

The assessed value seems unsupported

Relevant sales or a material condition issue may warrant closer analysis. An appraisal can explain how your home compares with market evidence, including differences that a simple price-per-square-foot calculation misses.

03

The tax bill is the concern

Separate the assessed value from the tax rate, billing and relief questions. A valuation report addresses property value; the appropriate city office handles the other parts of the bill.

02 / Two different assignments

Assessment and appraisal:
compare the purpose first.

Both involve valuation. A difference between the two numbers does not automatically mean either one is wrong.

Local government

Property tax assessment

What it is for
The locality’s valuation for real estate taxation.
How properties are considered
Assessment programs commonly use mass appraisal, property records and market data to value many properties consistently. Individual reviews can examine specific concerns.
Which date matters
The date and assessment period established for that locality and tax year.
Capital Valuations

Independent residential appraisal

What it is for
A defined valuation question for an identified client and intended users.
How your property is considered
Property-specific research and analysis of relevant market evidence under the agreed scope.
Which date matters
The effective date stated in the assignment. For appeal evidence, that date must address the review’s actual question.

For more background, see our Virginia Beach property assessment guide. The city explains its own assessment process.

03 / Get the date right

Today’s inspection may answer
a question about an earlier value.

Send the actual assessment notice and the reviewing office’s instructions before we choose the appraisal’s effective date. The notice date, tax-year start and required value date are not interchangeable.

Value date

The date the opinion of value addresses. The property and market evidence must fit this date.

Inspection date

When the property is observed. Earlier photographs and records may be needed if it has changed.

Report date

When the report is completed. Writing a report today does not make its value opinion a current one.

A practical example
Hypothetical, not a client case

A home had documented water damage on the required value date, but repairs were finished before the appraisal visit. Dated photos, inspection findings and repair records help establish the earlier condition. The repair bill is evidence of the work; it is not automatically the amount to subtract from market value.

When an earlier date is needed, the assignment may be a retrospective appraisal. Feasibility depends on the historical information available.

04 / Build a useful property file

Bring the evidence
behind your concern.

Start with what you have. A short explanation and a few relevant records are more useful than a folder full of unrelated sales.

  • Be specific. Identify the recorded fact, condition issue or sales evidence you want examined.
  • Add dates. Explain when damage, repairs or improvements occurred.
  • Keep the context. See how appraisers use comparable sales when weighing the evidence. A nearby home is not necessarily comparable, and a lower neighboring assessment does not by itself establish your home’s market value.

Your document checklist

0 of 6 ready

Use the boxes to organize what you have. This checklist is for your preparation; it does not submit an appeal or send information to Capital Valuations.

05 / What you are ordering

Valuation evidence
you can understand.

I examine the property information and relevant market evidence, then develop an independent opinion of value for the agreed purpose and date. A written report explains the conclusion and its support.

The result may support your concern, support the existing assessment, or indicate a different value. The assignment is not an agreement to reach a lower number.

My role is the appraisal. The assessor or reviewing body decides what evidence it accepts and whether to change an assessment. The appraisal does not file the appeal, change the tax bill or guarantee a reduction or successful outcome. This service is for residential valuation; legal representation and hearing services are not included.

Agree on the scope before work begins

Your report should address

  • The property and ownership interest being valued.
  • The client, intended users, appeal-related use and effective date.
  • The relevant property characteristics and overall condition.
  • Market evidence, comparable-sale analysis and the reasoning behind the value opinion.
  • The inspection and research scope, assumptions and limitations.

Share any recipient-specific instructions early. A report prepared for a sale or mortgage is not automatically suitable for an assessment appeal.

From the first conversation to the report

  1. 01 / Discuss

    Send the notice and question

Tell me the address, assessment year, specific concern and deadline. We discuss whether an appraisal is appropriate.

  2. 02 / Agree & investigate

    Confirm the assignment

Agree on the fee, value date, intended use, access, scope and delivery schedule. I then complete the inspection and research appropriate to the assignment.

  3. 03 / Receive

    Review the written findings

Receive the report and discuss its valuation analysis. You remain responsible for the locality’s filing and submission requirements.

06 / Go to the right office

Local rules. Local deadlines.

Use the locality where the property is assessed. Review stages, dates and evidence requirements differ across Hampton Roads. Confirm the current instructions for your tax year before ordering. For the full homeowner process, follow our step-by-step assessment appeal guide.

Virginia Beach

Start with the assessor.

The city recommends discussing the concern with its Real Estate Assessor’s Office first. Its published annual filing periods are:

April 30Deadline for a Request for Reappraisal with the Assessor.
June 30Deadline for Board of Equalization appeals. Written hearing evidence must also be received by June 30.

These dates may already have passed for the year you are questioning. A later hearing date does not mean you can submit evidence later. Check the city’s current instructions; taxes remain due while an appeal is pending.

Chesapeake

The city distinguishes its January 1 assessment date from the July 1 start of the fiscal tax year. Its Assessor’s Office provides current appeal instructions, forms and a sample packet.

A few useful answers

Before you request
a quote.

For broader questions, see our home appraisal FAQ. Tell me what is happening with your property and what the reviewing office has requested.

How much does a tax appeal appraisal cost?

The fee depends on the property, value date, available records, inspection scope and research required. Send the address, notice and deadline for a specific quote. Consider the fee before proceeding; a lower assessment or tax savings are not assured.

How soon should I contact you?

As soon as you know the review and evidence deadlines. Inspection availability and report timing depend on the assignment and current schedule. We agree on delivery before work begins. Do not assume a report can be finished in time simply because an appeal has been filed.

Can I use an appraisal I already have?

Possibly, but check its intended use, intended users, effective date and scope against the locality’s instructions. An old or mortgage-related report may provide useful background without satisfying the current review’s requirements. Share the complete report before paying for another assignment.

Is an increase from last year enough to justify an appeal?

Virginia Beach’s residential request form says a year-to-year increase alone is not a legal basis for appeal. Identify the issue with market value or uniformity and the evidence supporting it. An appraisal develops a market-value opinion; it does not automatically establish every possible ground for an appeal.

Will ordering a private appraisal raise my taxes?

Ordering a report does not itself replace the city’s assessment. If you submit the appraisal for review, it becomes evidence in that process. Read our separate guide to private appraisals and property taxes for the full explanation.
