What do you mean by a “pre-appraisal”?
People use that phrase for different services: a full private appraisal before listing, a consultation about value, or a lender’s early valuation step. Before paying for anything, name the decision, the report’s client and intended use, the property interest and the effective date. A quick online estimate is not automatically an appraisal, while a pre-listing appraisal is a defined assignment with market research and a report.

When to order before a transaction
Order early enough that the report can inform the decision it was meant to support. A seller may want time to weigh repairs and market exposure; a cash buyer may want information before a contract deadline. A lender controls its own appraisal in a mortgage transaction.
