Capital Valuations VA

By Joseph T. Ellington Jr., Virginia Licensed Residential Appraiser · Capital Valuations

An appraisal waiver lets an eligible mortgage proceed without a new appraisal. It does not guarantee that the home is worth your purchase price. I generally recommend an independent appraisal with an interior visit, even when the lender does not require one.

This guide explains what a waiver means, its advantages and limitations, and why the condition I see inside a home can change the entire valuation.

What is an appraisal waiver?

An appraisal waiver means the lender can use an eligible program that does not require a new appraisal report. Fannie Mae calls its program value acceptance. Freddie Mac offers Automated Collateral Evaluation (ACE).

These programs assess risk using existing information. Fannie Mae generally draws on a prior appraisal in its database. Freddie Mac describes using models that analyze appraisal information, MLS data and public records. A waiver is therefore a lending decision based on program criteria; it is not a new opinion of value developed by an appraiser.

For a deeper explanation of the underlying technology, see my guide to automated valuation models and home appraisals.

Does an appraisal waiver mean the house is worth the price?

No. Fannie Mae explicitly says it does not guarantee that the lender’s submitted estimate equals the property’s actual value. For a purchase, that submitted figure is the contract price.

That distinction matters to me. A buyer asking whether the price makes sense deserves a valuation that addresses the actual home. I would not take the lender’s decision to waive an appraisal as the answer to that separate question.

Why I still recommend seeing the home in person

In my work, the biggest mismatch is usually condition. A listing can make a house look much better than it looks when I walk through the door. Fresh-looking photographs, flattering angles and digital editing can leave a buyer with an impression that the property itself does not support.

I remember a home whose virtually staged pictures made it look practically new. When I went inside, the actual finishes and condition were old. The difference was substantial enough that an appraisal based on the impression in those pictures would have been very different from one based on the house I actually saw.

That is more than a disappointing photograph. My understanding of the property would have been different from the beginning, and that changes the valuation analysis. I do not want to build an opinion of value around a condition that exists only in a listing image.

Digital furniture by itself does not mean the home has been misrepresented. My concern is when the presentation makes the real condition hard to understand. With AI editing and virtual staging available, I want to know what is physically there today.

I also run into questions about additions and square footage. The number in a listing needs verification, and city records are not always current or accurate. But when you ask what comes up most often for me, my answer is condition. The listing and public records never tell the whole story.

Appraisal waiver pros and cons

The advantages are convenience and potential savings. An eligible transaction may avoid the cost of a full appraisal and the time needed to arrange and complete it. The lender can explain the actual fee and timing difference for your loan.

The limitation is what you do not receive: a new appraisal report explaining an appraiser’s opinion of value, the relevant comparable sales and the analysis behind the conclusion. My concern is particularly strong when the home’s current condition differs from the information available about it.

Some options do include a property visit. Fannie Mae value acceptance + property data requires interior and exterior data collection. Freddie Mac ACE+ PDR also uses information collected on site. Those options still do not produce an appraisal report. Ask your lender exactly which option you have been offered.

A refinance with a small loan balance relative to the home’s value may feel less concerning than a purchase where the buyer is committing substantial savings. Even then, the amount owed does not establish the home’s market value.

What are the appraisal waiver requirements?

Eligibility depends on the loan program and the automated underwriting result. Fannie Mae considers certain one-unit purchases and refinances, including eligible condos; it excludes several property and transaction types. Freddie Mac has its own ACE requirements. Your lender must confirm eligibility for your specific loan.

For Fannie Mae, additional property information can also require the lender to order an appraisal. Tell the lender about significant damage, incomplete work or discrepancies you discover.

Can you still get an appraisal if the lender offers a waiver?

Yes, you can ask your lender about proceeding with an appraisal. You can also discuss a private appraisal for your own purchase decision, but speak with your lender before ordering it.

Fannie Mae does not allow value acceptance when an appraisal is obtained for the transaction. Freddie Mac likewise explains that obtaining an appraisal before loan delivery removes ACE eligibility. A private report should not be treated as a way to keep an unfavorable value outside the loan process.

Ask who should order the report, what the lender will accept, how it will affect the waiver, and whether the timing works with your contract. A report you order privately is not automatically acceptable for mortgage underwriting. My purchase appraisal service explains how I can help with your own valuation question.

An appraisal also does not replace a home inspection. An appraiser analyzes value; a home inspector evaluates the home’s physical condition and systems in more detail. A waiver should not be your reason to skip that separate inspection.

Appraisal waiver, delivery waiver and contingency waiver

A lender appraisal waiver concerns whether a new appraisal is required for an eligible mortgage.

An appraisal delivery waiver concerns when you receive the appraisal or other written valuation. Under the applicable CFPB rule, a borrower may waive the advance delivery timing and receive the copy at or before closing. It does not eliminate the appraisal itself or the right to receive the copy.

Waiving an appraisal contingency concerns the protections in your purchase contract if the appraisal is low. It does not make a lender waive its appraisal requirement. Have your agent or attorney explain the actual contract language before agreeing to it.

Why the mortgage crisis still shapes my concern

The mortgage crisis is part of why I am cautious about removing independent scrutiny. Federal Reserve researchers studying rising defaults identified falling house prices and deteriorating underwriting standards as major factors. That history supports taking valuation and lending risk seriously; it does not establish that today’s appraisal waivers will cause another crisis.

A waiver does not turn a mortgage into an unsecured loan—the home still secures it. My concern is whether the buyer has enough reliable information about the property and its value before committing to the purchase.

Considering an independent appraisal in Hampton Roads?

My general recommendation is to get an independent appraisal that includes seeing the interior, particularly when condition, additions or the accuracy of the listing raises questions. I want the analysis to reflect the home you are actually buying.

If you are buying in Virginia Beach or elsewhere in Hampton Roads, contact me with the address, your deadline and what your lender has told you. We can discuss the appropriate scope before you order.
